SPECIAL WORKSHOP MEETING
January 18, 2010

Mayor Jim Doyle called a special workshop meeting of the Ely City Council to order at 6:30 p.m. on Monday January 18, 2010 in the Council Chambers at Ely City Hall. Council Members present: Stephanie Mai, Bob Ballantyne, Kay Hale, Bill Grove, and Dale Stanek. Also present: Aaron Anderson, City Administrator/Clerk.
The City Council met in special session, pursuant to notice as required by State Code, to conduct a workshop session for two and five year planning and to consider actions needed to finance issuance of bonds for the 2010 Fuhrmeister Street Drainage Improvements Project.
Stanek moved to approve the agenda as presented, second by Grove; motion carried – 5 to 0.
Two & Five Year Planning Workshop. Mayor Doyle and the City Council members participated in a workshop session to review the preliminary report of the November 23, 2009 workshop meeting and prioritize on-going and new projects, policies and initiatives to be achieved in two and five year periods. City Administrator Anderson will present a summary report of the discussion for further consideration and possible action at the February 8, 2010 regular City Council meeting.
Fuhrmeister Street Drainage Project Financing
Ratification of Publication of Notice of Public Hearing re: Issuance of Not to Exceed $110,000 Sewer Revenue Notes. Ballantyne moved to ratify and confirm the publication of a notice of hearing and the fixing of the date thereof as January 18, 2010 for said hearing, second by Mai; motion carried – 5 to 0.
Public Hearing on the Authorization of a Loan and Disbursement Agreement and the Issuance of Notes to Evidence the Obligation of the City Thereunder. Stanek moved to open a public hearing regarding authorization of a loan and disbursement agreement for issuance of bonds not to exceed $110,000 for the Fuhrmeister Street Drainage Improvements Project at 7:59 p.m., second by Grove. Motion carried – 5 to 0. Mayor Doyle declared the public hearing open at 7:59 p.m.
Mayor Doyle reported this is the public hearing to hear comments from the public regarding issuance of up to $110,000 in notes issued through the Iowa Finance Authority under the US ARRA act for the Fuhrmeister Street Drainage Improvements Project. Mayor Doyle asked for comments from the public, none were offered or received.
Stanek moved to close the public hearing at 8:02 p.m., second by Hale; motion carried – 5 to 0. Mayor Doyle declared the public hearing closed at 8:02 p.m.
Resolution No. 10-0118-04, Instituting Proceeds to Take Additional Action for the Authorization of Loan an Disbursement Agreements and the Issuance of Not to Exceed $110,000 Sewer Revenue Capital Loan Notes. Grove moved to approve Resolution No. 10-0118-04, second by Hale.

Mayor Doyle declared the motion carried and the resolution approved - 5 to 0
Stanek moved to adjourn, second by Hale; motion carried – 5 to 0. Mayor Doyle declared the meeting adjourned at 8:03 p.m.
