ELY CITY COUNCIL

SPECIAL WORKSHOP MEETING

February 2, 2009

5:30 p.m.

 

Mayor Jim Doyle called a special meeting of the Ely City Council to order at 5:36 p.m. on Monday February 2, 2009 in the Council Chambers at Ely City Hall.  Council Members present:  Stephanie Mai, Bob Ballantyne, Mark Banowetz, Bill Grove and Tom Winkowski. Also present Aaron Anderson, City Administrator/Clerk.

 

The City Council met in special session, pursuant to notice as required by State Code, to consider requesting a special election on the imposition of a 1% local option sales and use tax as authorized by HF 44, approved by the Iowa General Assembly and signed by Governor Culver.

 

Ballantyne moved to approve the agenda as presented, second by Banowetz; motion carried – 5 to 0.

 

Local Option Sales Tax

Clerk-Administrator Anderson reported special legislation that would allow a special election regarding imposing a 1% local option sales and use tax on March 3rd,  and take effect April 1, 2009 if approved by the voters was approved by both the Iowa House and Senate and signed by Governor Culver earlier that day. Mayor and City Council discussed this matter including effect on Ely residents if the local option sales tax is approved in Cedar Rapids; and possible uses for local option sales and use tax proceeds in Ely.

 

Resolution No. 09-0202-06.  Resolution No. 09-0202-06 would request the Linn County Commissioner of Elections to hold a special election on the imposition of a 1% local sales and use tax on March 3rd, with the tax to take effect April 1, 2009.  The resolution sets out the City of Ely would use local option sales and use tax proceeds as follows:

 

  • Community Improvements to include Streets, Storm Sewer/Runoff Management, Wastewater Treatment, Sanitary Sewer and Water Infrastructure Improvements, Park/Recreation Improvements, Reduction of Short Term Debt and Other Community Improvements Projects.
  • Zero percent (0%) will be used for property tax relief.

 

Grove moved to approve Resolution No. 09-0202-06, “Calling for the Linn County Commissioner of Elections to Conduct a Public Referendum on the Question of Imposing a Local Option Sales and Use Tax in the City of Ely, Iowa at the rate of 1% and Designating the Uses for the Proceeds of Said Local Option Sales and Use Tax if Approved by the Voters of Ely”, second by Mai.

 

Aye:           Ballantyne, Mai, Banowetz, Grove, Winkowski

Nay:           None

Absent:       None

Mayor Doyle declared the resolution approved - 5 to 0
