4) Request for Re-zoning and Preliminary Plat
· Request for Re-zone from R-1 single Family Residential to R-2 Multi-Family Residential.
1) R-2 zoning for lots 160 – 180 in addition to the area for potential Care Facility and Condominiums. This would allow for lots 160 – 180 to potentially be used for duplex housing. One concern for lots 160 – 178 that they be sized properly in the event duplexes are built on those locations. Other concerns include the financial impact to the city. Glen Meisner (City Engineer) feels the overall development plan is sound with a few concerns about actual sewer main routing cross lots 135, 104, 103, 63 and 64. Additional thoughts would be for City of Ely to insure all sewer and water mains be extended to the outer boundary lines of the development for future connections and use. Other design consideration such as drainage basin sizing will require further engineering.
2) Motion to approve zoning to R-2 based on all applicable City Zoning Rules and Covenants.

· Review Request for Preliminary Plat.
1) One recommendation is to re-name High View Drive to reduce confusion with other communities. Final Street names need to be determined before request for preliminary plat go before the council.
2) Glenn Meisner (City Engineer) recommends Sutherland Drive access State St. south of the existing car wash on State St. This location allows for appropriate visibility for Sutherland to intersect with State St. Also property on the west end of lot 43 needs to be set aside for a possible extension of Bedford Street to the North. Before the development includes no more than 40 building lots, assess to State St needs to be completed as approved by the City Council.
3) P&Z recommends that all concerns from MMS Consulting (City Engineering) be resolved before final plat is approved by Ely City Council. This will be listed as item # 8 on the City Resolution.
4) Ely City Council needs to understand and agree that the Northgate Drive and Parkgate Ave will extend through what is currently future City Park Property.
5) Access to Out lot B Detention Basin needs to be made available.
6) Bike trail construction and maintenance costs need determined.
