4) Discussion re: Zoning
concerning Four to Eight Unit Residential Structures.
·
P&Z discussed a
previous change to Ely Zoning that removed multiple family buildings from the
R-2 building zone and replaced it with single and two family units. Also the
definition “Dwelling, Multi Family” was entered into the city definitions that
would allow for two or more families living independently. An issue with this
definition is that it does not exist in any current zoning classifications and
it does not limit the size of these structures. Keith Schulte has approached
the council and now P&Z to review this change that will not him to follow
through with the original building plan for his development of the R-2 zoned
property along State Street on the north side of Ely.

The P&Z will
establish two new zoning classifications of R-3 & R-4. The R-3 zone will
allow up to and including four (4) single family units per structure. An R-4
zone will allow up to and including Eight (8) single family units per
structure. All “R” Zoning classifications will allow for planning and building
consistent with that zoning class and any lesser “R” Zoning
classification.

Issues yet to resolve
are frontage and street parking requirements and or limitations.
1) Should R-4 Zoning classification require one
additional off street parking space per unit?
2) Determine if the R-3 & R-4 classifications address
structure sizing in regard to the definition “Dwelling, Multi Family”?
5) Discussion: Review &
Update Future Land Use Plan.

P&Z is to consider
putting PUD (Planned Urban Development) into the cities future land use plan
during the review of Ely’s plan.

This item was tabled
until the April meeting to allow for more review.
