4) Request for Re-Zoning and
Preliminary Plat, Splendid Villa Addition.
1. Request for
re-zoning from R1 single family residential to R2 multi-family residential,
Splendid Villa Addition.

After much discussion
about the request for complete R2 re-zoning of the Splendid Villa Addition the following concerns were established:
1. The lack of city control over the total development
activities within the addition should development ownership or plans change.
2. The potential impact of multi-family units on already
established neighborhoods such as Louis Field 3rd Addition.
3. P&Z would like to see the number of Caldisacs
reduced in this addition by connecting Peony Ct. to Rose Ct.
4. Does the Splendid Villa Addition offer sufficient
collector street assess to support expected traffic in and through the
development.
5. The Rogers Creek Rd. bridge width is a concern for the
potential traffic being the only hard surfaced route into and out of the
development.
6. The overall financial impact to the City of Ely for
the road improvements required on the North side of Roger Creek Rd. as it
extends passed the Splendid Villa Addition.

Comments from the
community, Dave Ramussen voiced concerns from the Louis Field 3rd
Addition Home Owners Association. Original concept or belief was that this
addition would be all single family dwellings (R1 Zoning) and also concerns
about additional rain water run off adding additional pressure on the existing
pond area. An additional concern is the Splendid Villa Addition property owners
will share no maintenance costs as stated currently to maintain an already
challenging pond project. The Louis Field Pond ownership, liability and
expectations is an obvious issue and concern for the Louis Field Addition
Property owners, but is a separate issue from the zoning request before the
P&Z commission. Another comment from Joe Bush concerned traffic flow and
the potential to extend the bike trail through this area during the development
stage. The bike path concept had many mixed emotions and concerns about putting
it across other home owner’s lots and the support or buy in to do that. Another
comment concerned the sewer main from Roger Creek Rd. south along the east side
of the pond to a lift station where it would be pumped to a gravity line.
Concerns included who would maintain it, design and location. (These comments

Potable Water Supply is
another concern that would limit initial construction of homes in the Splendid
Villa Addition. A question was asked about Rogers Creek Rd. improvements. It
was described by the developer that it would be widened and hard surfaced along
the entire length of the development with the city potentially needing to cover
half or participate with expenses. An additional public concern is the speed
limit and controlling vehicle speed on Rogers Creek Rd. going passed Splendid
Villa Addition and the existing homes to the west of Rogers Creek before
reaching the intersection with Jappa Rd.

Recommendation:
Re-zone all Lots/Properties with frontage along Prairieview Dr. and east of
Prairieview Dr. within Splendid Villa Addition to R2 zoning classification. All
remaining Lots/Properties of Splendid Villa Addition shall remain as R1 zoned
property.
3. Review
request for preliminary plat, Splendid Villa Addition.

Plat was reviewed with
these comments & concerns:

The Peony Ct. and Rose
Ct. should be connected to better support EMS activities.
·
Prairieview Dr. should
be widened to 36’ and classified as a collector street.

The Rogers Creek Rd.
bridge width.
·
Financial impact to the
City of Ely for the road improvements required on the North side of Roger Creek

5) Discuss Development
Standards for Possible R3 & R4 Multi Family Residential Zoning Districts.

P&Z recommends for R3 zoning, that parking spaces be provided at a rate of one
parking space per bedroom plus a ˝ space per dwelling unit.

Edition to Ely, Iowa; Parcel A of POS #412 to Linn County, Iowa; and Parcel A,
POS #483, Linn County, Iowa.
