Ely Planning & Zoning Commission Notes

Regular Meeting

Wednesday April 18, 2007 @ 7 PM

1) Role Call:

· Present: Pat Dolphin, Chuck Stockdale, Terry Smith, Chet Hendrickson, Brian Palas.

· Absent: Even Fitzgerald (Excused)

· P&Z members to solicit new membership to fill the vacancy left by Evan Fitzgerald.

2) a) Agenda,

· Approved

b) Minutes from March 07,

· Approved.

3) Comments from Community,

· None.

4) Review of preliminary Plat Request, Edellen Meadows

· Terry Smith expressed concerns for water pressure to the development. Findings from the Fire Hydrant test found 35 psi @ 500 gpm. The Ely City Council has determined that this development would not be approved based on the current water pressure situation.

· Fred Showalter requested the P&Z Commission’s approval of the preliminary plat as submitted contingent on sufficient water pressure being supplied to the development by the City of Ely. Understanding at that point, following Council approval home construction would be allowed. When a solution is reached providing adequate water pressure and flow to Edellen Meadows Subdivision, the Preliminary Plat will then be up for approval by the City Council. At that time the Preliminary Plat time line for development will begin consistent with City Code.

· Pat Dolphin made a motion to approve the resolution to approve Edellen Meadows subdivision as stated above. Terry Smith seconded,

· Resolution passed.

5) Sub-division , John & Sandra Sweet.

· This was submitted to P&Z for informational purposes only. No ruling or recommendations initiated.

6) Discussion of Standards for Residential Conservation Subdivision District.

· This concept includes lower density building (larger lots) plus more open ground in the same development that would be managed by a home owner association made up of home owners in the development. This concept was brought forward by Millicent Cozzie.

· The P&Z members are encouraged to research this type of developing before the next meeting.
