1) Role Call:
· Present: Pat Dolphin, Chuck Stockdale, Terry Smith, Chet Hendrickson, Brian Palas.
· Absent: Bob Ballantyne, Excused
2) a) Agenda,
· Chet suggested we move item 6 to item 4 and vise versa.
o Chuck Stockdale made a motion to adopt, Brian Palas 2nd.
o Motion Passed
· Pat Dolphin made a motion to approve, Terry Smith 2nd.

b) Minutes from April 18, 2007.
· Approved.
c) Minutes from May 16, 2007.
· Approved.
3) Comments from Community,
· Two Citizens came forward to join the vacancy on the P&Z Commission.
· Dean Billick

· Aaron will follow up with Bob B. on his role on the Council to determine total vacancies. It is possible we could take both volunteers.
4) Review Lochner subdivision within the 2 mile city limit boundary.
· No concerns brought forward.
· Motion by Terry Smith to approve, Chuck Stockdale 2nd.
· Motion carried.
5) Request to Re-subdivide lots 17,18&19 of the Meadow Brook addition.
· Concerns with the proposed 4” sanitary line running across adjacent lots.
· MMS Consultants are suggesting that the 4 inch line be replaced with an 8 inch that would extend across these lots allowing for access service from Jappa Rd.
· The P&Z committee discussed lot 18 of this proposal concerning it’s driveway accessing directly on to Jappa Rd. This layout is inconsistent with the other lots of this development along Jappa Rd. It was also felt this is a potential safety concern for traffic. Currently driveways access Jappa Rd on the other side of the road from this development making this lot different from the rest of the development, but allows for similar access as the lots across the road.
· A motion made with the following restrictions:
§ The 8” Sanitary be installed across the three lots within the utility easement to extending to Jappa Rd.
§ Lot 19 Driveway must access Meadow Place.
§ Motion made by Terry Smith, Brian Palas 2nd
§ Aye: Brian, Chet, Terry
§ Ney: Pat, Chuck
§ Motion carried.
§ Chuck and Pat agreed (Ney) that the layout was less than optimal. Their will be a significant gap between homes with the driveway facing Jappa Rd. and others that do not. Makes for an inconsistent development and appears unplanned. Also a concern for a sewer main running through private residential lots.
6) Discuss development standards for residential Conservation Subdivision Zoning District.
· Millicent Cozzy raised concerns that she did not want thru streets in the development. This thought was to limit access to the open spaces built into this type of division. The desired plan would allow for 50% open space.
· This development could desire the use of some variance types concerning side walks, cul-de-sacs and lot width as compared to standard R1 zoning.
· A special may be established for this type of development vs. trying to manage multiple variances. One suggestion would be to include minimum acreage for the overall development to 50 acres.
· The development could possibly include 1 acre lots, but a higher density building plan could be included in this proposed zoning.
· The P&Z committee agreed to take action to develop zoning specific for this type of development. Definition will be discussed at the next meeting.
