Knoll & North Street Improvement Project
Wednesday Sept. 30 Update:
As of Sept. 29, Eastern Iowa Excavating has finished their portion of North Drive. The pavement has been removed, the base layer of rock has been laid and temporary gravel ramps have been installed for residents to access their driveways. The Contractor has been given permission to begin on Knoll, between Highland and Dows Street.
Residents will not have access to their homes for a period of roughly three days. Once gravel is in place and temporary ramps are installed, residents will once again have access to their driveways.
Knoll is currently only accessible via Highland. Emergency services, such as the Linn Country Sheriff’s Department and our local Fire Department are aware of the limited access route.
Beginning October 12, the Asphalt Contractor will begin the overlay work. This portion of the project should also move quickly as the estimated completion date is end of day that same Friday, October 16. When the asphalt work is being done, residents will again not have access to their driveways. Notices will be given to property owners on each street when this next phase is set to begin.
We appreciate the efficiency and speed in which the work is currently being completed, as well as the patience of the homeowners.
Friday Sept. 18 Update:
On September 21, Eastern Iowa Excavating and Concrete of Cascade, Iowa will begin the Street Improvement Project on North Drive. This section of road will remain under construction for roughly 2-3 weeks. Residents within the construction zone will have limited access to their properties during this timeframe. For a period of seven days, there will be no vehicular access. Residents are encouraged to park on Highland and/or Dows during the Improvement Project. The Linn County Sheriff’s Department will be making increased rounds through the area in the evenings to ensure vehicle safety. City Officials are working with the Ely Post Office on mail delivery to affected homes. Residents on North Drive, within the construction zone, are asked to put their waste bins at their curb as they normally would – staff members will move the bins to Dows Street to be picked up and will also move them back to each property once they have been emptied. College Community is aware of the limited street access – affected students will be picked up and dropped off on Highland Rd. Once North Drive is complete, crews will be moving to Knoll Drive for a period of 2-3 weeks with similar restrictions.

Monday Sept. 14 Update:
City Staff and City Engineer will hold a public neighborhood meeting on September 15th at 5:30pm to discuss and answer question related to the upcoming Knoll and North Street Reconstruction Project. On September 8th, Ely City Council awarded the reconstruction project to Eastern Iowa Excavation with an expected start date by the end of September. The street is expected to be closed for no more than 7 days during construction (weather permitting) to allow the contractor to work expeditiously.The meeting will be held via zoom as well for anyone who would rather attend the meeting in that way.
