Banner Valley Sidewalk
In the fall of 2023, council approved plans for a 5’ wide sidewalk along the south side of Banner Valley Road. The first phase was budgeted for FY24 and will be completed this spring. The sidewalk will extend from Pacific to Glendale Lane.
April 2024 Updates:
4/22/24 - Beginning today, the intersection of Rock Island Dr. will be closed as the sidewalk contractor completes necessary work. Later this week, Parkland will close for the same work to be completed. Banner Valley will remain open. Both closures are expected to last 1-2 weeks. Please use an alternate route. 4/13/23 - Continuing this week, the Parkview intersection will remind closed as the contractor pours concrete. Banner Valley will remain open. This closure is expected to last the majority of the week. Please use an alternate route. Thank you for your patience and cooperation!
4/8/24 - Continuing this week, the Parkview intersection will remind closed as the contractor pours concrete. Banner Valley will remain open. This closure is expected to last the majority of the week. Please use an alternate route. Thank you for your patience and cooperation!
4/7/24 - Beginning this week (weather permitting) the intersection of Parkview Lane and Banner Valley will be closed as the sidewalk contractor completes necessary work. Banner Valley will remain open. This closure is expected to last the entirety of the week. Please use an alternate route. Thank you for your patience and cooperation!
4/4/24 - The Banner Valley Sidewalk Project will continue tomorrow, Friday April 5. The contractor will be closing down intersections one at a time for roughly an hour so they can make preliminary cuts and complete prep work. These intersections along Banner Valley include Rock Island, Parkland and Parkview. Banner Valley will remain open, but the respective intersections will be closed for roughly one hour. Beginning next week (weather permitting) the intersections listed above will be closed for a full week, one at a time as crews make their way along the project area. The first intersection that will be impacted is Parkview Ln. Banner Valley will remain open. Reminders on the upcoming road closure will be sent out on Saturday of each week.
March 2024 Update:
The current phase of the Banner Valley Sidewalk Project includes Pacific St. to Rock Island Dr. The city is working on cost estimates to add one more block of sidewalk to include Rock Island Dr. to Glendale Ln. If it works within the FY25 budget, the additional block of sidewalk will be added into the project. Estimated costs will be presented to council this spring for approval.
The goal of the contractor, Rathje Construction, is to start on this project the first week of April. Council approved additional engineering services to add one additional block of sidewalk along Banner Valley, extending from from Rock Island Drive to Glendale.
August 2023 Update

The project will involve the following: Construction of approximately 1,450 linear feet of sidewalk along the south side of Banner Valley Road from Pacific Street to Rock Island Drive including site grading, intersection reconstruction, and storm sewer modifications. Sealed proposals will be opened and bids tabulated at 2:00 P.M. on September 12, 2023, in the office of the City Clerk, City of Ely, 1570 Rowley Street, Ely, Iowa with the results being reported to the City of Ely at its meeting at 7:00 P.M. on September 18, 2023 at which time the City Council may take action on the proposals submitted or at such time as may then be fixed. The City of Ely City Council reserves the right to reject any or all bids, to waive informalities or technicalities in any bid, and to enter into such contract, or contracts, as it shall deem to be to the best interest of the City of Ely.
